Pa Lee Moua (Ph.D.) is a transformational leader, educator, and community advocate with more than 25 years of experience in education and leadership development. Born in a refugee camp in Thailand, she immigrated to the United States with her family in 1984 at the age of five. After first settling in California, her family later made Wisconsin their home, where she has dedicated her career to creating opportunities for individuals and communities to thrive.

Dr. Moua is passionate about advancing leadership, education, and community engagement. She currently serves as Board President of the Hmong American Immersion Charter School in Appleton, Wisconsin, where she continues to champion educational excellence and cultural preservation.

Throughout her career, Dr. Moua has been recognized for her commitment to servant leadership, equity, and community impact. Her honors include being named one of the 48 Most Influential Asian Americans in Wisconsin by Madison365 (2020), receiving the 2020 Dr. Martin Luther King Jr. Educator Award, and earning the 2019 Authentic Leadership Award at the Hmong Women Summit.

Dr. Moua is married and the proud mother of four children—one son and three daughters. Her personal journey, combined with her professional experience, continues to inspire her mission of empowering others, cultivating future leaders, and building stronger, more inclusive communities.
